Fishing Licence In Bexhill?

I am aware that a fishing licence is needed to fish at any inland waterways such as river, pond, lake, reservoir, etc., but I am not sure if they are allowed to take some fishes home to eat. Anyway I have seen people catching fishes along Bexhill beach at high tide and netting shrimps at low tide so I wonder if they can take it home for their evening meals. Do they need fishing licence for these purposes?

There is no legal season for shrimping but the best time to start is around april / may as the sea starts to warm.
