What Are Those Buildings?

Hi, visit Bexhill quite regularly, but cant find any info on the oriental/india style buildings on the sea front by the DLW Pavillion on Marina Ct Ave and I think the RAFA is also housed in the next block of them? Any history etc apprecated. Cheers Chris
