15.82 Up To 22.56% Voting Turnout.

Should we be pleased that last time in the Sussex Police and Crime Commissioner election 84.18% of people didn't bother voting but this time only 77.44% of people didn't bother. Surely an enquiry should be held into why the vast majority felt this had nothing to do with them? How can the winner hold up their head in public and want to do the job?
