Info Needed Urgently For A Project!

Hello lovely people of Bexhill,
I'm a student currently doing a project on Bexhill's visual identity, more specifically looking at the turquoise blue colour that seems to consistently run through the town (railings at the Pavillion/gates/shop signs, etc). I was just wondering if anybody could help me answer any of the questions I have or put me in contact with somebody who could.
Is it a deliberate thing to have so many little parts of the town painted in the same colour?
If so, why?
Also, why blue out of any of the other colours?
If anybody has any sort of answer, even if it's just speculation or an opinion would be great!
