Red Shelters Along The Front

we walk from de la warr along the front to the sea angling building many a times.cant the red top shelters be given a new coat of paint? the front is lovely to walk along and clean but the shelters definitely let it down could not the council do something or a voluntary group step in is it all down to cost??.
